The footage was provided by the Kharkiv Regional Prosecutor’s office, and occurred on September 16th, in the Ukrainian city of Kharkiv.  The footage shows the horrific moment the Pharmaceutical University Building was targeted, resulting in a large explosion. People close to the attack can be seen fleeing the scene suddenly, as debris flies into the air. Mayor Ihor Terekhov said, "Four people are currently understood to be injured from the event".
