- Summary A concerning scene unfolded in Palm Coast as deputies responded to reports of an infant left unattended in a vehicle outside a bar. Shortly after 10:00 p.m. on Friday, 19th July, Flagler County Sheriff’s Office deputies arrived at the scene to find an unlocked car with its engine running, keys in the ignition, and an infant asleep in a car in a seat that was not properly secured. A woman, later identified as 28-year-old Clarisse Finnegan, approached the vehicle and identified herself as the owner. She informed deputies that her husband, 60-year-old Norman Finnegan Jr., was still inside the bar who was later escorted outside and detained for questioning. Witnesses reported seeing the vehicle unattended from 10:00 p.m., and one individual claimed a man briefly exited the bar to check the vehicle around 10:15 p.m. before going back inside. Clarisse told deputies she initially went inside to use the restroom and get money for infant supplies, but returned again while Norman paid his tab. Sheriff Rick Staly said: “These two will never receive parents of the year award with this behaviour. "It’s never acceptable to leave an infant alone inside a running vehicle especially while inside a bar drinking.” Norman and Clarisse Finnegan were arrested for felony child neglect without great bodily harm, a third-degree felony, and transported to the Sheriff Perry Hall Inmate Detention Facility. Norman was later released on a $2,500 bond whilst Clarisse was released on her own recognizance. NOTE: Not all footage have sound.
